On January 13th USCIS announced it would resume accepting DACA renewal applications. Until further notice, USCIS is currently and will continue accept DACA renewal applications.

Who can apply?
DACA recipients whose DACA has expired or will expire on or after Sept 5, 2016 can apply for a renewal.
DACA recipients who had DACA but whose DACA expired before Sept 5, 2016 can apply as an initial applicant, not as a renewal.
Who can't apply?
If you never had DACA you cannot apply.
